Default a chosen leader or a dictator.

when a country chose a leader, said leader represents the people who chose him.
if that person declares war with another country, and does not have the backing of the majority of people,he does not then represent the people and becomes a dictator.
dictators come in western countries too.

You have to take into consideration Cat, that when we democratically choose a leader, we are choosing him/her knowing that they will make decisions for us, sometimes very unpopular decisions. We know this when we vote. Thats what leaders are for. Just because they make unpopular decisions doesn't make it dictatorial. If they became a dictator, it wouldn't be so simple as to vote them out as quickly as they were voted in.
Never be overwhelmed by decisions, just consider the right ones and your options will be far fewer.

Well, to be honest Cat, if I didn't use my democratic right to vote, a right millions across the world would give their eye teeth for and something many have died for to give us, then I wouldn't see that I had a right to complain. It's the vote that gives us a voice really.

No ruler can hold onto the country if he does not have the support of the people. The current Afghanistan president does not have the support of the people, so it takes the US military at war with the Afghan people for him to hold onto just nominal leadership.
