In general I'd absolutely agree, but what about Moses and Elijah at the Transfiguration of Jesus?

John 3:13

" And no man hath ascended up to heaven, but he that came down from heaven, even the Son of man which is in heaven "

Eddy could it have been that they were just dead, sleeping, that they didn't go anywhere as there was no where for them to go or be resurrected to yet ?

But, there is the problem of when Jesus was transfigured on the mount and Moses and Elija came to counsel with him. Where were they manifesting from if not Heaven ?
