The UK government are pushing for ID cards. The banks are concerned about ID theft. The banks are largely owned by governments. The two come together and we have a government implemented system of ID. The implanted chip solves the problems of ID theft and illegal immigrants all in one step.

But since it is linked to the banks and will replace bank cards you will not be able to buy without a chip (even McCains) . We are heading for a cashless society.
