The phrase isn't scriptural - that bit is easy to answer. However, the idea that it conveys (or at least is meant to convey) is still in part true, i.e. that an unbeliever needs to turn to Christ in repentance and faith, and ask for the forgiveness of sins.
I don't think it is the whole story though, as the scriptures repeatedly use phrases such as being "united with Christ in baptism", or being "baptised into Christ". It's only relatively recently in my Christian walk that I have begun to appreciate just how important baptism is in God's way of salvation.
