I am not fully versed on what you are in doubt about, but you can go to Jesus and ask Him to help you determine whethor how you are accessing the internet is okay or not because I do not know what you mean by "modifying".

If the provider of your internet access does not have a problem with it, then why ask? If you are supposed to pay outside your boundary limit, then pay or stick within the boundary that is free.
