The voices of the kings who are allied with Rome lament the fall of the mighty city.
18: 11-20
The voices of the merchants selfishly lament the loss on their comments and markets.

Great millstone is prophetic symbolic action indicating total destruction (see Jer. 51;63, 64; Luke 17:2).
